Shaquila Myers, Commissioner \nORDER AND NOTICE OF HEARING \n \n \nOn June 15, 2026, the Commission sought permission from the Michigan Office of \nAdministrative Hearings and Rules (MOAHR) to promulgate rules to implement the Electric \nTransmission Line Certification Act, Public Act 30 of 1995, MCL 460.561 et seq.  MOAHR \napproved the request on June 25, 2026.  See, 2026-38-LR.  The Commission thereafter submitted \nthe draft rules to MOAHR and the Legislative Service Bureau for informal approvals, which were \napproved on August 4 and August 12, 2026, respectively.  The Regulatory Impact Statement was \napproved by MOAHR on September 1, 2026, and the Notice of Public Hearing, attached to this \norder as Exhibit A, was approved by MOAHR on September 9, 2026.  The proposed rules, \nattached to this order as Exhibit B, will be published in the Michigan Register on \nOctober 15, 2026.   \n\n\n \n \nPage 2 \nU-22064 \n \nTo provide the public with an opportunity to comment on the proposed rules, the Commission \nhas scheduled a public hearing at 10:00 a.m. (Eastern time (ET)) on October 21, 2026, at 7109 \nW. Rules adopted under these sections become effective 7 days after \nfiling with the secretary of state. \n(By authority conferred on the public service commission by sections 4(1)(c), 7(2)(l), and 14 of \nthe electric transmission line certification act, 1995 PA 30, MCL 460.564, 460.567, and 460.574) \nR 460.51, R 460.52, R 460.53, R 460.54, R 460.55, R 460.56, R 460.57, and R 460.58 of the \nMichigan Administrative Code are added, as follows: \nR 460.51  Definitions. \n  Rule 1.  (1) As used in these rules: \n(a) “Act” means the electric transmission line certification act, 1995 PA 30, MCL 460.561 to\n460.575. \n(b) “Advanced transmission technology” means a technology, such as hardware or software\nsolutions, that increases the capacity, efficiency, or reliability of an existing or new transmission \nfacility.   \n(c) “Alternate route” means the route or routes that an applicant describes and evaluates in an\napplication submitted to the commission, as required by section 7(2)(c) of the act, MCL 460.567.     \n(d) “Applicant” means an electric utility, affiliated transmission company, or independent\ntransmission company that submits an application to the commission under the act for a certificate \nfor a major transmission line.    \n(e) “Grid enhancing technology” means a technology that maximizes the electricity transmitted\nacross the existing system through a suite of technologies that includes, but is not limited to, \nsensors, power flow control devices, and analytical tools.   \n(f) “Proposed route” means the route that an applicant describes in an application submitted to\nthe commission as the proposed route for a major transmission line, as required by section 7(2)(b) \nof the act, MCL 460.567.   \n(g) “Study area” means the general location that an electric utility, affiliated transmission\ncompany, or independent transmission company plans to study for the development of a major \ntransmission line, including the geographic area where both the proposed route and all alternate \nroutes for a major transmission line are likely to be located.   \n(2) A term defined in the act has the same meaning when used in these rules.\nR 460.52  Construction plan. \nEXHIBIT B\n\n\n2 \n  Rule 2.  (1) An electric utility, affiliated transmission company, or independent transmission \ncompany that is required to submit a construction plan to the commission under section 4(1) of the \nact, MCL 460.564, shall include all of the following additional information in the construction \nplan:   \n   (a) Identification of the proposed study area for all major transmission lines to be constructed.   \n   (b) The estimated construction start and end year and quarter for all proposed major transmission \nlines to be constructed.   \n   (c) The estimated length of all major transmission lines to be constructed.   \n   (d) A statement explaining why each proposed major transmission line is being constructed \nwithin the general location identified in the construction plan.    \n   (e) A list of all zip codes and municipalities located within the proposed study area.   \n   (f) The name, address, telephone number, and email address for a dedicated contact individual \nor individuals who have knowledge of the development of all major transmission lines to be \nconstructed and are authorized to communicate on behalf of the electric utility, affiliated \ntransmission company, or independent transmission company. \n   (g) Details of a plan and process for soliciting and obtaining information from municipalities and \nthe public regarding property and community characteristics within the study area that the electric \nutility, affiliated transmission company, or independent transmission company will use to develop \nthe proposed route and any alternate routes for a major transmission line.   \n  (2) If an electric utility, affiliated transmission company, or independent transmission company \nremoves any geographic area from the study area due to insurmountable engineering, \nenvironmental, or social impacts that a proposed major transmission line may cause to that \ngeographic area, the electric utility, affiliated transmission company, or independent transmission \ncompany shall include an explanation in the construction plan detailing why it was reasonable to \nexclude the geographic area from the study area.       \n \nR 460.53  Public meeting; timing; invitation; form.   \n  Rule 3.  (1) An electric utility, affiliated transmission company, or independent transmission \ncompany that is required to schedule and hold a public meeting for a major transmission line under \nthe act shall hold all public meetings at least 6 months before the filing of an application with the \ncommission.     \n  (2) Before holding a public meeting, an electric utility, affiliated transmission company, or \nindependent transmission company shall send an invitation for the public meeting to all of the \nfollowing:  \n   (a) All municipalities and affected landowners located on property through which any portion of \nthe major transmission line is proposed to be constructed, including any municipality and affected \nlandowner located on property through which the initially identified proposed route and all initially \nidentified alternate routes for the major transmission line will pass. \n   (b) All municipalities and affected landowners located on property within 1 mile of the edge of \nthe proposed rights-of-way for the initially identified proposed route and all initially identified \nalternate routes for the major transmission line.   \n   (c) All municipalities and affected landowners located on property within the geographic area \nlocated between the initially identified proposed route and all initially identified alternate routes \nfor the major transmission line, unless a municipality or affected landowner is located within a \ngeographic area that the electric utility, affiliated transmission company, or independent \ntransmission company has excluded from the study area identified in the construction plan.   \n\n\n3 \n  (3) The invitation for the public meeting must be in the form of a letter sent via U.S. first class \nmail to the taxpayer of record of the property required to receive the invitation and must include \nall of the following:  \n   (a) In a conspicuous location, the name of the electric utility, affiliated transmission company, or \nindependent transmission company that will be applying to the commission for a certificate under \nthe act and the name of the major transmission line to be constructed.      \n   (b) The date, time, and location of all public meetings that will be held for the major transmission \nline.   \n   (c) The case number of the docket established by the commission for the major transmission line, \nincluding instructions on how the municipality or affected landowner can sign up through the \ncommission’s public website to receive notifications about the docket and a link to the \ncommission’s public website for the act.   \n   (d) A highlighted map of the initially identified proposed route and all initially identified alternate \nroutes for the major transmission line, including the geographic area located within 1 mile of the \nedge of the proposed rights-of-way for the initially identified proposed route and all initially \nidentified alternate routes for the major transmission line.   \n   (e) The name, address, telephone number, and email address for a dedicated contact individual \nor individuals who have knowledge of the development of the major transmission line to be \nconstructed and are authorized and available to communicate in a meaningful and timely manner \non behalf of the electric utility, affiliated transmission company, or independent transmission \ncompany throughout the construction of the major transmission line. \n   (f) Details of the specific type of information the electric utility, affiliated transmission company, \nor independent transmission company is seeking from the municipalities or affected landowner \nregarding property through which the major transmission line may pass, including all of the \nfollowing: \n    (i) Any unique characteristics of the property that may be relevant for the electric utility, \naffiliated transmission company, or independent transmission company’s consideration of the \nlocation and construction of the major transmission line.  \n    (ii) The current land use for the property.  \n    (iii) Any features of historical or environmental significance located on the property.  \n   (g) A link or QR code to a public website created by the electric utility, affiliated transmission \ncompany, or independent transmission company for the major transmission line.   \n \nR 460.54  Public meeting; information and materials required.   \n  Rule 4.  (1) At each public meeting held for a major transmission line, an electric utility, affiliated \ntransmission company, or independent transmission company shall provide all of the following:  \n   (a) Information related to the status of research on electric and magnetic fields as reviewed by \nnational and international health and scientific organizations, including information on how the \nmajor transmission line meets public health guidelines. \n   (b) Information on electrical effects, such as audible noise, of the major transmission line.   \n   (c) General information supporting the need for the major transmission line.  \n   (d) The estimated tax revenue, by township, that the electric utility, affiliated transmission \ncompany, or independent transmission company expects to be generated by the major transmission \nline.   \n\n\n4 \n   (e) The construction process and safety measures that the electric utility, affiliated transmission \ncompany, or independent transmission company will utilize during the construction of the major \ntransmission line.  \n   (f) Information regarding environmental impact mitigation for the major transmission line.   \n   (g) General information about land acquisition for property through which the major \ntransmission line will pass following issuance of a certificate from the commission, including \ninformation regarding property rights the electric utility, affiliated transmission company, or \nindependent transmission company will be seeking and how landowners’ uses may be impacted.    \n   (h) An overview of the landowner compensation process for property through which the major \ntransmission line will pass.  \n   (i) General information about property restoration procedures and requirements that the electric \nutility, affiliated transmission company, or independent transmission company will implement \nfollowing construction of the major transmission line.  \n   (j) The case number for the docket established by the commission for the major transmission \nline, including information on how the public can sign up through the commission’s public website \nto receive notifications about the docket.   \n  (2) On request, an electric utility, affiliated transmission company, or independent transmission \ncompany shall make available the evaluation factor data that the electric utility, affiliated \ntransmission company, or independent transmission company used for any routing study \nconducted for the major transmission line.   \n  (3) At least 10 business days before a public meeting, an electric utility, affiliated transmission \ncompany, or independent transmission company shall make available to the commission, in \nsubstantially final form, all public meeting materials to be presented at the public meeting. \n \nR 460.55  Public meeting; map; public comments.     \n  Rule 5.  (1) At each public meeting held for a major transmission line, an electric utility, affiliated \ntransmission company, or independent transmission company shall provide a map of the study area \non an online map-based interface that includes all preliminary route segments that the electric \nutility, affiliated transmission company, or independent transmission company has considered as \npart of the routing study for the major transmission line.  The electric utility, affiliated transmission \ncompany, or independent transmission company shall ensure a method for members of the public \nattending the public meeting to do all of the following:  \n   (a) Identify features of geographic, historical, or environmental significance located on property \nlocated within the study area. \n   (b) Propose route adjustments for the major transmission line.  \n   (c) Add comments regarding the major transmission line. \n   (d) Submit any other pertinent information regarding the construction and location of the major \ntransmission line.   \n  (2) Beginning on the date of the first public meeting held for a major transmission line and \ncontinuing until 90 days after the final public meeting is held, an electric utility, affiliated \ntransmission company, or independent transmission company shall make available through a \npublic website a map on an online map-based interface that includes the study area and all \npreliminary route segments that the electric utility, affiliated transmission company, or independent \ntransmission company has considered as part of any routing study for the major transmission line. \nThe electric utility, affiliated transmission company, or independent transmission company shall \nensure that members of the public that were unable to attend or submit comments at a public \n\n\n5 \nmeeting can submit public comments and propose route adjustments for the major transmission \nline on the public website.     \n  (3) An electric utility, affiliated transmission company, or independent transmission company \nshall directly respond to all comments submitted at a public meeting or through the public website \nrequired by subrule (2) of this rule that involve specific concerns regarding a landowner’s property \nor any public lands, to the extent that such a response is requested and practical, and if the \ncommenter provides the electric utility, affiliated transmission company, or independent \ntransmission company with a phone number, mailing address, or email address when making the \npublic comment.  \n  (4) An electric utility, affiliated transmission company, or independent transmission company \nshall document all public comments submitted at a public meeting or through the public website \nrequired by subrule (2) of this rule, as well as all responses made to those comments.   \n  (5) An electric utility, affiliated transmission company, or independent transmission company \nshall consider, as part of the development of the proposed route or any alternate routes for a major \ntransmission line, all reasonable routing adjustments submitted by the public at a public meeting \nor through the public website required by subrule (2) of this rule. If a substantive route adjustment \nproposed by a member of the public is not accommodated, the electric utility, affiliated \ntransmission company, or independent transmission company shall document how the proposed \nroute adjustment was considered and why the electric utility, affiliated transmission company, or \nindependent transmission company was not able to reasonably accommodate the proposal.      \n \nR 460.56  Public notice; form and manner.   \n  Rule 6.  An electric utility, affiliated transmission company, or independent transmission \ncompany that applies to the commission for a certificate for a proposed major transmission line \nmust provide public notice of an opportunity to comment on the application in the form of a letter \nwith delivery tracking information to each affected municipality and to the taxpayer of record for \neach property on which a portion of a proposed major transmission line will be constructed.  The \npublic notice must include all of the following: \n   (a) The case number of the docket established by the commission for the major transmission line, \nincluding instructions on how the municipality or affected landowner can sign up through the \ncommission’s public website to receive notifications about the docket and a link to the \ncommission’s public website for the act.   \n   (b) A highlighted map of the proposed route and all alternate routes for the major transmission \nline, including the geographic area located within 1 mile of the edge of the proposed rights-of-way \nfor the proposed route and all alternate routes for the major transmission line.   \n   (c) The name, address, telephone number, and email address for a dedicated contact individual \nor individuals who have knowledge of the development of the major transmission line to be \nconstructed and are authorized and available to communicate in a meaningful and timely manner \non behalf of the electric utility, affiliated transmission company, or independent transmission \ncompany throughout the construction of the major transmission line. \n   (d) Details of the specific information the electric utility, affiliated transmission company, or \nindependent transmission company is seeking from a municipality or affected landowner regarding \nproperty through which the major transmission line may pass, including all of the following: \n    (i) Any unique characteristics of the property that may be relevant for the electric utility, \naffiliated transmission company, or independent transmission company’s consideration of the \nlocation and construction of the major transmission line.  \n\n\n6 \n    (ii) The current land use of the property.  \n    (iii) Any features of historical or environmental significance located on the property.  \n   (e) Information about how the municipality or affected landowner may submit a comment to the \ndocket established by the commission for the major transmission line and notification that a \ncomment submitted to the docket is not record evidence in the contested case proceeding \nestablished for the major transmission line.   \n   (f) Information regarding property rights the electric utility, affiliated transmission company, or \nindependent transmission company may be seeking and how property use may be impacted by the \nconstruction and operation of the major transmission line.   \n \nR 460.57  Application; additional information required; public comment summary.  \n  Rule 7.  (1) In addition to the information required under the act to be included in an application \nsubmitted to the commission, an applicant shall include all of the following information in an \napplication:  \n   (a) Detail of how the applicant complied with all requirements of the act and these rules, \nincluding requirements concerning the construction plan, public meeting invitations, public \nmeetings, public notice requirements, and application materials for the major transmission line.   \n   (b) Discussion of how the applicant determined the study area identified in the construction plan \nsubmitted to the commission.  As part of this discussion, the applicant shall discuss any geographic \narea that the applicant omitted from the study area because the applicant considered the area to be \nunreasonable or infeasible, including the methodology that the applicant used to determine whether \nthe geographic area was unreasonable or infeasible.   \n   (c) Identification of all route adjustments proposed by the public for the major transmission line, \nincluding, as applicable, the applicant’s assessment of those proposed route adjustments using the \napplicant’s identified evaluation factors.   \n   (d) A list of all changes made, as applicable, between the proposed route and all alternate routes \nidentified in any invitation for a public meeting and the proposed route and all alternate routes \ndescribed in the application submitted to the commission.  For each change, the applicant shall \nidentify the data factors and the considerations the applicant used to select the proposed route and \nall alternate routes described in the application, including whether the change was influenced by \npublic comments or proposals.  \n   (e) Electronic maps of the proposed route and all alternate routes described in the application in \na format that is easily accessible and useful to the commission and the public.  The maps must \ndepict, at a minimum, all of the following:  \n    (i) Parcels where the proposed route and all alternate routes will pass, as well as any existing \nelectrical utility easements on those parcels.   \n    (ii) The geological composition and soil type of the geographic area where the applicant \nprovided public notice of an opportunity to comment on the application.  \n    (iii) Labeled route segments for the proposed route and all alternate routes for the major \ntransmission line.  \n    (iv) Any known endangered wildlife habitat or wildlife refuge located within the geographic \narea where the applicant provided public notice of an opportunity to comment on the application.   \n    (v) A depiction of the proposed rights-of-way for the proposed route and all alternate routes for \nthe major transmission line.   \n    (vi) Preliminary pole placements for the proposed route and all alternate routes for the major \ntransmission line.  \n\n\n7 \n    (vii) Any man-made structures or environmental feature that the applicant deliberately avoided \nwhen developing the proposed route and all alternate routes for the major transmission line.  \n    (viii) Any area that the applicant excluded from the study area identified in the construction \nplan.   \n   (f) Pertinent engineering information regarding any transmission equipment proposed for the \nmajor transmission line, including, but not limited to, all of the following:  \n    (i) Discussion of the reasons that the transmission equipment is located above or below ground.  \n    (ii) Designed voltage rating.  \n    (iii) Operation voltage rating.  \n    (iv) If the transmission equipment is located above ground, all of the following: \n     (A) Types of structures, conductor size, and minimum midspan clearance above ground at peak \nloading.  \n     (B) Heights of typical structures.  \n     (C) An explanation of why the applicant selected the structures.  \n     (D) Dimensional drawings of typical structures the applicant will use.  \n     (E) The expected number of structures encompassing the project by type.  \n    (v) If the transmission equipment is located below ground, all of the following:  \n     (A) Burial depth.  \n     (B) The type of cable used and a description of any required supporting equipment, such as \ninsulation medium pressurizing or forced cooling.  \n     (C) Cathodic protection scheme.  \n     (D) Type of dielectric fluid, if applicable, and safeguards used to limit potential spills in \nwaterways.  \n     (E) Horizontal and vertical clearances from adjacent rights-of-way.  \n     (F) Dimensional drawings of typical structures the applicant will use, such as cable vaults.  \n     (G) Required maintenance easements.   \n    (vi) A detailed description of all advanced transmission technology or grid enhancing \ntechnology that the applicant plans to utilize for the construction of the major transmission line. If \nthe applicant does not plan to utilize advanced transmission technology or grid enhancing \ntechnology, the applicant shall describe what considerations were made regarding the use of these \ntechnologies during the planning process and a detailed description of why the applicant does not \nplan to utilize these technologies.   \n   (g) If the application includes new substations, all the following information:  \n    (i) The existing transmission lines that will be connected to the new substation.  \n    (ii) A line diagram of how the new substation will be connected to the existing system.  \n    (iii) An explanation of how the applicant plans on rerouting existing transmission lines into the \nnew substation.  \n   (h) Route and route segment scoring data, which must include all of the following:  \n    (i) Raw evaluation factors and any quantitative data from a routing study or similar development \nof candidate routes the applicant used to evaluate potential routes for the major transmission line.  \nThe applicant must present raw evaluation factors and any quantitative data on a route and routing \nsegment basis in an Excel format with equations intact.  \n    (ii) Any quantitative analysis the applicant performed on evaluation factors or quantitative data \nthe applicant used to evaluate potential routes for the major transmission line that resulted in the \nnarrowing of potential routes considered, including the selection of the proposed route and all \nalternate routes for the major transmission line. \n\n\n8 \n    (iii) Any weighting factors that the applicant used in the scoring of the potential routes for the \nmajor transmission line, if used, and an explanation of how these weighting factors affected the \nselection of the proposed route and all alternate routes.  \n    (iv) Evaluation factor data for the proposed route and all alternate routes for the major \ntransmission line described in the application.  This data must utilize enhanced data granularity \nfrom any environmental impact study, light detection and ranging (LiDAR) scans, or other data \ncollected by the applicant, and must be presented in Excel format with equations intact.  \n    (v) Data sources for final evaluation factors. If the applicant utilized multiple sources \nfor a single evaluation factor in finalized data, the applicant shall explain how those data sources \nwere incorporated with one another. \n   (i) If the proposed route or any alternate routes for the major transmission line include segments \nin common or overlap, the applicant shall provide justification for such overlap, which must \ninclude all the following:  \n    (i) The engineering, environmental, or social rationale for the overlap.  \n    (ii) Any other rationale for why the overlap is the only practically feasible route in that \ngeographic area.   \n   (j) Justification for the proposed right-of-way width for the proposed route and all alternate \nroutes for the major transmission line, including a quantitative analysis that is based on North \nAmerican Electric Reliability Corporation requirements, where the end result of the quantitative \nanalysis is the width of the proposed right-of-way.  \n   (k) The estimated overall cost of the major transmission line, including both the capital cost and \nthe annual operating cost of the major transmission line.  \n   (l) To the extent applicable, estimates of local economic investments, job creation, and potential \nlocal tax revenue that are expected to result from the construction and operation of the major \ntransmission line.  \n   (m) The estimated private benefits of the major transmission line to the applicant or any legal \nentity that is affiliated with the applicant, including all of the following:  \n    (i) A complete calculation estimating the private benefits the applicant or any legal entity \naffiliated with the applicant may receive from the construction and operation of the major \ntransmission line. The calculation must be included in the application as an exhibit with a native \nExcel file with equations intact and provided as a workpaper filed concurrently with the \napplication.   \n    (ii) A discussion of any benefits the applicant or any legal entity affiliated with the \napplicant may receive from the construction and operation of the major transmission line that are \nnot quantifiable. \n   (n) Detail about the potential public health and safety topics related to the major transmission \nline, including all of the following:  \n    (i) Calculated resultant power-system frequency electric and magnetic fields at the edge of the \nproposed right-of-way and at the centerline at 1 meter above grade, at normal and peak-loading \nconditions, for the proposed route and all alternate routes for the major transmission line.  \n    (ii) A comparison of electric and magnetic fields for the proposed route and all alternate routes \nfor the major transmission line with scientifically established, consensus-based electric and \nmagnetic fields exposure standards for electric transmission frequency electric magnetic fields.   \n    (iii) Calculated electric and magnetic fields at 250 feet and 500 feet from the centerline of the \nproposed route and all alternate routes for the major transmission line and a comparison of those \n\n\n9 \nlevels to electric and magnetic field levels from other common sources used in the everyday \nenvironment.  \n   (o) A detailed plan for property restoration following construction of the major transmission line, \nto the extent that property conditions are known to the applicant, including details on soil \nrestoration and compaction for agricultural fields.   \n  (2) With respect to the public comment summary required to be included in an application under \nthe act, the applicant shall do all of the following:  \n   (a) Clearly identify the main topics or concerns raised at each public meeting.  \n   (b) Include a statement related to the frequency with which the topic or concern was raised. \nAn applicant may use example comments to explain a topic or concern.  \n   (c) Include detailed, proportionate responses to each topic and concern summarized, including \nacknowledgment of the comments and a concise explanation of how the applicant considered, \nevaluated, or addressed the topic or concern.  \n  (3) An applicant shall submit electronic copies of all public comments received from the public \nduring a public meeting held for the major transmission line or submitted through the public \nwebsite required under R 460.55(2) to the commission concurrently with the filing of the \napplication.   \n \nR 460.58  Route and route segment evaluation factors.  \n  Rule 8.  (1) To the extent relevant and practical, an applicant shall address and base the route and \nroute segment scoring data for a major transmission line on all of the following: \n   (a) All of the following engineering factors: \n    (i) Total length. \n    (ii) Number of angles greater than 30 degrees.  \n    (iii) Number of road and railroad crossings.  \n    (iv) Number of transmission line crossings.  \n    (v) Total length replacing existing transmission lines.  \n    (vi) Total length paralleling to existing linear features, including, but not limited to, all of the \nfollowing:  \n     (A) Existing transmission lines.  \n     (B) Public roads or highways.  \n     (C) Recreational trails. \n     (D) Existing pipelines.  \n     (E) Property and section lines.  \n     (F) Railroads or railroad rights-of-way.    \n   (b) All of the following environmental factors:  \n    (i) Acres of wetland within the proposed right-of-way.  \n    (ii) Acres of hydric soil within the proposed right-of-way.  \n    (iii) Number of rivers, streams, and waterways crossed.  \n    (iv) Acres of woodland within the proposed right-of-way.  \n    (v) Acres of pasture and grassland within the proposed right-of-way.  \n    (vi) Acres of threatened and endangered species critical habitat within the proposed right-of-\nway.  \n    (vii) Acres of national wildlife refuges within the proposed right-of-way.   \n    (viii) Acres of floodplain within the proposed right-of-way.   \n   (c) All of the following social factors:  \n\n\n10 \n    (i) Number of historical sites located within 500 feet of the proposed centerline.  \n    (ii) Number of schools located within 500 feet of the proposed centerline.  \n    (iii) Number of places of worship located within 500 feet of the proposed centerline.  \n    (iv) Number of hospitals and nursing homes located within 500 feet of the proposed centerline.  \n    (v) Number of memorial parks and cemeteries located within 500 feet of the proposed centerline.  \n    (vi) Number of national landmarks, parks, or monuments located within 500 feet of the proposed \ncenterline.  \n    (vii) Number of military installations located within 500 feet of the proposed centerline. \n    (viii) Number of animal feeding operations located within 500 feet of the proposed centerline.   \n    (ix) Number of solar farms located within 500 feet of the proposed centerline. \n    (x) Number of wind turbines located within 500 feet of the proposed centerline.  \n    (xi) Number of center pivot irrigation within the proposed right-of-way. \n    (xii) Acres of greenfield within the proposed right-of-way.   \n    (xiii) Acres of farmland within the proposed right-of-way. \n    (xiv) Acres of land used for extraction within the proposed right-of-way.   \n    (xv) Number of airport obstacle free zones within the proposed right-of-way.    \n    (xvi) Number of archeological sites within the proposed right-of-way.  \n    (xvii) Acres of proposed new right-of-way required. \n    (xviii) Number of parcels within the proposed right-of-way.  \n    (xix) Number of residences located within the following distances:  \n     (A) One hundred feet of the proposed centerline.  \n     (B) One hundred one to 300 feet of the proposed centerline.  \n     (C) Three-hundred one to 500 feet of the proposed centerline.   \n    (xx) Number of buildings located within the following distances: \n     (A) One hundred feet of the proposed centerline.  \n     (B) One hundred one to 300 feet of the proposed centerline.  \n     (C) Three hundred one to 500 feet of the proposed centerline.   \n    (xxi) Number of public facilities located within the following distances:  \n     (A) One hundred feet of the proposed centerline.  \n     (B) One hundred one to 300 feet of the proposed centerline.  \n     (C) Three hundred one to 500 feet of the proposed centerline.   \n    (xxii) Number of municipal boundaries crossed.  \n    (xxiii) Acres of public lands within the proposed right-of-way.  \n  (2) An applicant shall prioritize the use of existing rights-of way when weighting factors and \nscoring potential routes for the major transmission line.   \n  (3) If an applicant has determined that a factor listed in subsection (1) of this rule is not relevant \nor that the factor cannot reasonably be evaluated, the applicant’s routing experts may exercise \nprofessional judgment to modify the factor.
