Grants the petition for rehearing filed by Energy Michigan; directs the Commission Staff to update the Clean Energy Plan Filing Requirements for Rate-Regulated Utilities, the Clean Energy Plan Filing Requirements for Michigan Municipalities, and the Clean Energy Plan Filing Requirements for Michigan Electric Cooperatives and Alternative Energy Suppliers as a result; and directs the Commission Staff to file the updated filing requirements in this docket within 30 days of the date of the order

Adopts the updated Michigan Integrated Resource Planning Parameters, the Revised Integrated Resource Plan Filing Requirements, the Clean Energy Plan Filing Requirements for Rate-Regulated Utilities, the Clean Energy Plan Filing Requirements for Michigan Municipalities, the Clean Energy Plan filing Requirements for Michigan Electric Cooperatives and Alternative Electric Suppliers, and the Clean Energy Plan Template, attached to this order as Exhibits A, B, C, D, E, and F respectively

Commences the proceeding, provides notice of two public hearings, and provides an opportunity to file comments regarding the draft Michigan Integrated Resource Planning Parameters, the draft Integrated Resource Plan filing requirements, the Clean Energy Plan filing requirements for rate-regulated electric utilities, the Clean Energy Plan filing requirements for municipally-owned utilities, and the Clean Energy Plan filing requirements for Cooperatives and Alternative Electric Suppliers

Directs the Commission Staff to commence studies for energy waste reduction, demand response, and electrification by September 30, 2024; to create a page on the Commission’s website that will provide an updated version of the Michigan Integrated Resource Planning Parameters and Integrated Resource Plan Filing Requirements and a straw proposal related to providing formats and guidelines for municipal electric utilities, cooperative electric utilities, and alternative electric suppliers to submit a clean energy plan; to conduct engagement sessions with interested persons; and to file all potential studies in this docket by July 31, 2025
