How Commissioners Are Appointed

The governor appoints all three commissioners, subject to confirmation by the Michigan Senate. Commissioners serve staggered six-year terms, so typically one seat opens every two years. No more than two of the three commissioners may belong to the same political party, ensuring at least one seat goes to the minority party or an independent. The governor designates one commissioner to serve as chair.

Commissioners can be removed by the governor for misfeasance, malfeasance, or nonfeasance in office, but only after a hearing. Two commissioners constitute a quorum and can exercise the full powers of the commission even if one seat is vacant.
